Will the live-stream also be available for people who live overseas?

Skip it. For a show allegedly celebrating art and creativity, it's one of the least imaginative things on the planet.

If you can reach the page, you can watch the stream.

If you have a Roku box, you can actually watch the Annies on your TV. Just add the USTREAM channel:

https://owner.roku.com/Account/ChannelCode/?code=IN4DN

You'll need to be signed into your Roku account to add it. Then when the Annies go live, launch the USTREAM channel on your Roku and it should appear under Live Channels. If not, use the search function for annieawards.

I've been to about half a dozen Annies, and they're always a lot of fun. The hosts are invariably funny, and there's much more irreverence and playfulness than at the big-name awards shows. I don't know if it'll be as fun to watch over the internet as it is in person, but I'll give it a shot.

It went from cool if 'embarassingly awkward' with the lot of no-shows no one told anyone about to 'adorably hilarious' once it hit the epic screw-up with the Best Preschool cartoon award. That was just amazing. Nothing that happens during the Oscars can top that moment in terms of just sheer hilarity.

That one guy who keeps posting about how much he hates Rango must be in hell right now.

Also, is there a reason why the Annies was so disorganized this year? It's kind of a big deal for our industry and you'd think they'd hire people who know how to do this kind of thing...

I'm guessing it was because the crop of new folks running the event.
I thought the screw ups were fun. Thanks to Patton Oswald for pushing thru what must have been serious flop sweat to right the proceedings.

Agreed. The foul ups were hilarious. Be interesting to see if any of the awards tonight point to who wins the Little Gold Man.

You run a hostile take-over against the guy who built the Annie Awards up, and you end up with a mess like this.
